Wildfire Resiliency

Wednesday, June 11
10:15am – 2:45pm

As the devastating wildfires of recent years have shown all too clearly, the need for fire-resilient solutions in design, land planning, and building methods and materials has never been more critical.

This focused, half-day breakout will provide in-depth, actionable information on building wildfire safe homes and communities.

Program Overview:

10:15-10:45am

Creating Safer, More Resilient Communities
To open the program, we’ll hear from California State Fire Marshal Daniel Berlant, who leads one of the largest, most advanced fire prevention agencies in the world. Chief Berlant will share updates on CAL FIRE’s efforts to create safer, more resilient communities, rooted in collaboration with industry, scientists, researchers, and local community groups.
Daniel Berlant, State Fire Marshal, California Department of Forestry and Fire Protection

11:00am-12:00pm

Building the Wildfire Prepared Neighborhood
The Insurance Institute for Business & Home Safety (IBHS) is an independent, nonprofit, scientific research organization helping to find real-world solutions to safety risks. In this session, their chief engineer will share detailed findings on wildfire mitigation techniques in the planning, design and construction of neighborhoods—including a case study of the nation's first certified Wildfire Prepared Neighborhood, built by KB Home.
Anne Cope, Chief Engineer, Insurance Institute for Business & Home Safety
Steve Ruffner, Division President, KB Home

12:00-1:00pm

Lunch Break

1:00-1:45pm

Predicting and Controlling Wildfire Spread
Analysis of recent disaster fires shows that five ingredients are necessary for a fire to transition from vegetative wildfire to an urban disaster with city-scale losses: sustained strong winds, rapid fire spread through vegetation, structures that lack defensible space and home hardening at points of entry, delayed or overtaxed firefighting response, and tightly-spaced and contiguous structural fuels. In this session, former Fire Chief Dave Winnacker will share critical factors necessary to slow the spread of wildfire, and how the design and construction of new wildfire adapted master planned communities can serve to create non-burnable buffers that are protected from wildfire loss and also provide risk reduction benefits to existing vulnerable neighborhoods.
Dave Winnacker, Fire Chief (ret) and Veteran Fellow, Hoover Institution

2:00-2:45pm

Rebuilding in the Aftermath of Wildfire Disaster
Wildfire recovery and restoration is a massively complex process involving myriad public and private entities. This session will take you inside the rebuilding of Town of Paradise, Sonoma County, Santa Cruz County, and Maui County (Lahaina and Kula), among other examples, from cleanup and restoration of infrastructure. 4LEAF is the industry’s leader in this scope and has built a reputation of a collaborative approach with the design and general contracting communities. Through engaging in community activities, 4LEAF partners with all stakeholders in coordination of plan review, permit issuance, and inspections related to the minimum requirements of the Building Codes, including implementation of fire-safe standards, such as WUI.
Marcus Johnson, CBO, Director of Southern CA Operations, 4LEAF, Inc.
Craig Tole, Vice President, Community Development 4LEAF, Inc.
